  According to Immigration, Refugees and Citizenship Canada (IRCC)  The 2021 Parent and Grandparents immigrant lottery has been completed

The lottery took place between 23rd September 2021and  4th October 2021. Yesterday, 30,000 invitations were sent out for this year's lottery.

According to the IRCC, to receive an invitation you must have submitted an interest to sponsor form on its website for the 2020 PGP process (between October and November 2020). Anyone else is not eligible for the 2021 process.
