Since February 19, 2025, Newfoundland and Labrador has transitioned from a first-come, first-served model to a two-step EOI process:
Submit an EOI – Candidates outline their skills, work experience, and intent to settle in the province.
Receive an Invitation to Apply (ITA) – Only selected candidates can proceed with a full application .
This shift ensures that immigration aligns with local labor shortages, particularly in healthcare, education, and skilled trades
New Brunswick has also been active, conducting multiple draws in early April 2025, focusing on retaining skilled workers and addressing labor gaps.
