Study Visa-Study Permit Canada Update

Announcement of an intake cap on new international study permit applications and other changes on February 5, 2024

The Canadian government has announced key reforms to the International Student Program, aiming to ensure sustainable population growth, improve system integrity, and enhance the experience of international students in Canada. The reforms include the following changes:

  1. Cap and Provincial Attestation Letter (PAL)
    • Most new post-secondary international students at the college or undergraduate level must provide a Provincial Attestation Letter (PAL) from a province or territory with their study permit application.
    • The PAL serves as proof that the student has been accounted for under a provincial or territorial allocation within the national cap.
    • Provinces and territories have been asked to have a plan in place for issuing PALs by March 31, 2024.
    • Certain categories of students are exempt from the PAL requirement, such as primary and secondary school students, master’s or doctoral degree students, and in-Canada study permit and work permit holders.
  2. Post-Graduation Work Permit (PGWP) Update for Graduates of Master’s Degree Programs
    • Graduates of master’s degree programs that are less than 2 years in length will be eligible for a longer, 3-year post-graduation work permit starting on February 15, 2024, provided they meet all other PGWP eligibility criteria.
  3. PGWP Eligibility for Public-Private Partnership College Programs
    • IRCC has restricted PGWPs for public-private partnership college programs, with new students enrolling in these programs no longer being eligible for a post-graduation work permit.
  4. Changes to Open Work Permit Eligibility for Spouses
    • Eligibility for open work permits for the spouses and common-law partners of international students will be limited to those in graduate (master’s and doctorate) and professional degree–granting programs only.

These changes aim to protect the integrity of the International Student Program and ensure that international students continue to make valuable contributions to Canada while maintaining a positive experience during their stay
